Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established an advisory 1 group to facilitate the expansion of an advanced manufacturing 2 technology center at a regional community-technical college in the 3 state, and to maximize the economic, educational and workforce 4 benefits provided to the state by the center. 5 (1) The advisory group shall develop an implementation plan 6 concerning the budget of, timeline for and the state, federal and 7 private sector funding mechanisms for the following: 8 (A) Completing the necessary infrastructure at the center; 9 (B) Establishing an Industry 4.0 manufacturing technology career 10 pathway model that may be duplicated at secondary and regional 11 community-technical college level institutions throughout the state; 12 (C) Establishing sustainable public-private partnerships to provide 13 the latest equipment, training and apprenticeship opportunities for 14 students and instructors; 15 (D) Establishing a community robotics center at the advanced 16 Substitute Bill No. 6755 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06755- R01-HB.docx } 2 of 4 manufacturing technology center to support program awareness, 17 enrollment and community involvement; 18 (E) Establishing, in underserved communities in municipalities with 19 populations of at least one hundred thousand, robotics programs to 20 engage students in grades kindergarten to twelve, inclusive, in team-21 based and mentor-based science, technology, engineering and 22 mathematics events and competitions; and 23 (F) Incorporating mechanisms to maximize opportunities for 24 traditionally underserved communities. 25 (2) The plan shall include metrics to measure success, including, but 26 not limited to, key performance indicators and targets for each part of 27 the implementation plan described in subdivision (1) of this 28 subsection. 29 (3) The advisory group may utilize industry partners, employers, 30 association boards, classroom teachers of students in grades 31 kindergarten to twelve, inclusive, and others to develop the plan. 32 (4) The advisory group shall include in the implementation plan a 33 recommendation as to whether said group should be reestablished 34 after said group terminates pursuant to subsection (e) of this section. 35 The advisory group shall, if said group recommends such 36 reestablishment, include in the implementation plan a 37 recommendation concerning for what purposes and for what duration 38 said group should be reestablished. 39 (b) The advisory group members shall be appointed by the 40 cochairpersons of the joint standing committee of the General 41 Assembly having cognizance of matters relating to commerce, and 42 shall consist of the following members: 43 (1) An executive vice president of workforce and economic 44 development of the regional community-technical college system; 45 Substitute Bill No. 6755 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06755- R01-HB.docx } 3 of 4 (2) An executive director of an advanced manufacturing technology 46 center that has a mission of cultivating relationships among 47 stakeholders with an interest in developing a diverse technical 48 workforce; 49 (3) An associate dean of an advanced manufacturing technology 50 program of the regional community-technical college system; 51 (4) A coordinator of counseling and career pathways for a public 52 school system, consisting of grades kindergarten to twelve, inclusive, 53 in a municipality in the state; 54 (5) A professor of robotics and mechatronics from a university 55 within the Connecticut State University System; 56 (6) An associate dean of an advanced manufacturing center at a 57 regional community-technical college in the state; 58 (7) An individual who is a current or former representative of a 59 state-wide business organization and who is experienced in 60 collaborating with manufacturers, manufacturing organizations, 61 regional vocational-technical schools and regional community-62 technical colleges in the state; 63 (8) A technical talent development advisor from a product assembly 64 company in the state; and 65 (9) Not more than two members of the manufacturing industry. 66 (c) All initial appointments to the advisory group shall be made not 67 later than thirty days after the effective date of this section. Any 68 vacancy shall be filled by the appointing authority. 69 (d) The cochairpersons of the joint standing committee of the 70 General Assembly having cognizance of matters relating to commerce 71 shall select the cochairpersons of the advisory group from among the 72 members of the advisory group. Such cochairpersons of the advisory 73 Substitute Bill No. 6755 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06755- R01-HB.docx } 4 of 4 group shall schedule the first meeting of the advisory group, which 74 shall be held not later than sixty days after the effective date of this 75 section. 76 (e) Not later than January 1, 2024, the advisory group shall submit a 77 report, in accordance with the provisions of section 11-4a of the general 78 statutes, on its findings and recommendations to the Governor and the 79 joint standing committees of the General Assembly having cognizance 80 of matters relating to commerce, education and higher education and 81 employment advancement. The advisory group shall terminate on the 82 date that it submits such report or January 1, 2024, whichever is later. 83 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Legislative Commissioners: In Subsec.
