The amendment creates various testing and reporting requirements for certain aggregate producers, which has no fiscal impact to the state or municipalities as the requirements fall on private entities. Additionally, the amendment allows DEEP to adopt regulations for the purposes described under the amendment, which also has no fiscal impact since the State Geologist has expertise for this purpose, should the agency choose to adopt these regulations.
