AN ACT ESTABLISHING GRANT PROGRAMS TO FACILITATE THE 
CONSTRUCTION AND RENOVATION OF HOUSING FOR 
INDIVIDUALS WITH INTELLECTUAL AND DEVELOPMENTAL 
DISABILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2023) (a) For the fiscal year ending 1 
June 30, 2024, and each fiscal year thereafter, the Department of 2 
Developmental Services shall develop and administer a competitive 3 
grant program to provide funding for eligible (1) developers seeking to 4 
construct new residential housing for individuals with intellectual and 5 
developmental disabilities that will provide such individuals access to 6 
transportation and supportive services and facilitate such individuals' 7 
integration into the community, and (2) individuals with intellectual 8 
and developmental disabilities and such individuals' relative caregivers 9 
to (A) purchase residential homes and to (i) undertake renovations to 10 
improve such homes' accessibility, or (ii) convert such homes to 11 
congregate or supportive housing, and (B) construct new, accessible 12 
residential homes. 13 
(b) Not later than January 1, 2024, the Department of Developmental 14  Raised Bill No.  6808

Services shall develop eligibility criteria and an application process for 15 
the grant program, and post a description of the grant program, 16 
eligibility requirements and the application in a conspicuous location on 17 
the department's Internet web site. 18 
(c) Each grant recipient shall, at such time and in such manner as the 19 
Commissioner of Developmental Services prescribes, file an 20 
expenditure report with the Department of Developmental Services. A 21 
grant recipient shall not expend grant funds for purposes other than 22 
those approved by the Department of Developmental Services pursuant 23 
to this section. 24 
(d) Not later than January 1, 2025, and annually thereafter, the 25 
Commissioner of Developmental Services shall submit a report, in 26 
accordance with the provisions of section 11-4a of the general statutes, 27 
concerning the operation and effectiveness of the grant program, to the 28 
joint standing committees of the General Assembly having cognizance 29 
of matters relating to human services and housing. 30 
Sec. 2. (NEW) (Effective July 1, 2023) (a) For the fiscal year ending June 31 
30, 2024, and each fiscal year thereafter, the Department of Housing 32 
shall develop and administer a competitive grant program to provide 33 
funding for eligible developers seeking to construct new affordable 34 
housing, as defined in section 8-39a of the general statutes, intended and 35 
designed to (1) house a significant number of individuals with 36 
intellectual and developmental disabilities, and (2) contain, in a 37 
significant number of living units, features that render such units 38 
accessible to such individuals, including, but not limited to, accessible 39 
bathrooms, light switches, doorknobs, counters and means of egress and 40 
doorframes and hallways that are not less than thirty-two inches wide. 41 
The Department of Housing shall determine what constitutes a 42 
significant number of individuals with intellectual and developmental 43 
disabilities and a significant number of living units for the purposes of 44 
this section. 45 
(b) Not later than January 1, 2024, the Department of Housing shall 46  Raised Bill No.  6808

develop eligibility criteria and an application process for the grant 47 
program and post a description of the grant program, eligibility 48 
requirements and the application in a conspicuous location on the 49 
department's Internet web site. 50 
(c) Each grant recipient shall, at such time and in such manner as the 51 
Commissioner of Housing prescribes, file an expenditure report with 52 
the Department of Housing. A grant recipient shall not expend grant 53 
funds for purposes other than those approved by the Department of 54 
Housing pursuant to this section. 55 
(d) Not later than January 1, 2025, and annually thereafter, the 56 
Commissioner of Housing shall submit a report, in accordance with the 57 
provisions of section 11-4a of the general statutes, concerning the 58 
operation and effectiveness of the grant program, to the joint standing 59 
committees of the General Assembly having cognizance of matters 60 
relating to human services and housing. 61 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Departments of Developmental Services and Housing to 
develop and administer competitive grant programs to facilitate the 
construction and renovation of housing for individuals with intellectual 
and developmental disabilities.
