AN ACT CONCERNING THE ADMINISTRATION OF 
EPINEPHRINE BY EMERGENCY MEDICAL SERVICES PERSONNEL 
AND PROVISIONS RELATED TO ELECTIONS.

Explanation 
The bill would result in a cost to the Secretary of the State's Office 
(SOTS) by providing an election monitor for Bridgeport, and the 
creation of additional training materials for new recanvass procedures. 
Sections 1 and 2 makes technical fixes to municipal terms to coincide 
with elections; and move forward the state Presidential Primaries from 
the last Tuesday in April to the first Tuesday in April, which would not 
result in any additional cost to the state. 
Sections 3-5 requires each municipality to use separate tabulators by 
district which would result in a potential cost for the SOTS if the 
municipality does not currently have enough tabulators

are typically paid for by the SOTS office; the potential cost would vary 
depending on number available and cost of the machines. 
These sections also require the SOTS to develop training for uniform 
recanvassing procedures and establish additional requirements and 
procedures for municipalities to follow.  There would be a one-time cost 
to require SOTS staff to develop a uniform recanvassing training to be 
used whenever a recanvassing is required by the state. The estimate for 
the creation of that material is $100,000. 
Section 6 extends the time, from 10/1/23 to 7/1/24, in which 
Emergency Medical Services (EMS) personnel must administe r 
epinephrine, as necessary, using automatic prefilled cartridge injectors, 
similar automatic injectable equipment, or prefilled vials and syringes. 
This does not result in a fiscal impact to the Department of Public 
Health’s Office of Emergency Medical Services, which does not provide 
direct EMS services. It is responsible for strategic planning, regulatory, 
and statutory oversight of the state’s EMS system. 
Section 7 requires the SOTS to provide an election monitor for any 
municipality over 140,000 in population (Bridgeport) and would result 
in an annual cost to SOTS of approximately $150,000. 
Sections 8 transfers $150,000 appropriated in Section 1 of public act 
23-204 from the Elections Enforcement Commission in FY 24 to the SOTS 
to cover the cost of an election monitor for Bridgeport as mandated in 
section 7 of the legislation.  
The Out Years 
The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation and legislative continuation 
of the Bridgeport election monitor position.
