AN ACT CONCERNING TRANSPARENCY IN EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2023) (a) Not later than January 1, 1 
2024, and annually thereafter, the Department of Education shall 2 
conduct a review of each chart of accounts for the previous fiscal year 3 
submitted pursuant to section 10-227 of the general statutes. Following 4 
the review of each such chart of accounts, the department shall prepare 5 
a report for each school district that includes school district financial 6 
information for the following categories: (1) Expense function, (2) 7 
expense object, (3) education type, (4) pre-k flag, (5) allocation, and (6) 8 
funding source. Within each such category, such financial information 9 
shall be disaggregated by each education financial system code utilized 10 
by the department as part of its education financial system.  11 
(b) The department shall make the chart of accounts and report of 12 
such chart of accounts for each local or regional board of education 13 
available on its Internet web site. 14 
Sec. 2. Section 10-227 of the general statutes is repealed and the 15 
following is substituted in lieu thereof (Effective from passage): 16

[Each board of education shall cause the superintendent to make 17 
returns not later than September first of each year to the Commissioner 18 
of Education of the receipts, expenditures and statistics, as prescribed 19 
by the commissioner, provided each such board may submit revisions 20 
to the returns in such form and with such documentation as required by 21 
the commissioner no later than December thirty-first of each year 22 
following the September submission. Such reports or returns required] 23 
Not later than September first of each year, each board of education shall 24 
cause the superintendent to make returns of the receipts, expenditures 25 
and statistics of such board for the previous fiscal year by filing the chart 26 
of accounts described in section 10-10c, as amended by this act, with the 27 
Commissioner of Education. Each such board may submit revisions to 28 
its chart of accounts not later than December thirty-first of each year 29 
following the September submission. Such chart of accounts shall be 30 
[made] filed in accordance with the instructions furnished by the 31 
commissioner, shall be certified no later than December thirty-first of 32 
each year by the independent public accountant selected pursuant to 33 
section 7-392 for the purpose of auditing municipal accounts, and shall 34 
be subject to Department of Education verification. If the [returns and 35 
statistics] chart of accounts and revisions called for by said 36 
commissioner are not [sent] filed on or before the days specified in this 37 
section or if the [returns are] chart of accounts is not certified as required 38 
by the commissioner on or before December thirty-first, each local and 39 
regional board of education required by law to [make separate returns] 40 
file the chart of accounts, whose [returns and statistics] chart of accounts 41 
or revisions are delayed until after those days, shall forfeit of the total 42 
sum which is paid for such board of education from the State Treasurer 43 
an amount to be determined by the State Board of Education, which 44 
amount shall be not less than one thousand dollars nor more than ten 45 
thousand dollars. The amount so forfeited shall be withheld from a 46 
subsequent grant payment as determined by the commissioner. 47 
[Notwithstanding the penalty provision of this section, the 48 
Commissioner of Education may waive said forfeiture for good cause.]  49 
Sec. 3. Section 10-10c of the general statutes is repealed and the 50

following is substituted in lieu thereof (Effective from passage): 51 
(a) The Department of Education shall develop and implement a 52 
uniform system of accounting for school revenues and expenditures. 53 
Such uniform system of accounting shall include a chart of accounts to 54 
be used at the school and district level. Such chart of accounts shall 55 
include, but not be limited to, all amounts and sources of revenue and 56 
donations of cash and real or personal property in the aggregate totaling 57 
five hundred dollars or more, including federal impact aid, received by 58 
a local or regional board of education, regional educational service 59 
center, charter school or charter management organization on behalf of 60 
a school district or individual school. Select measures shall be required 61 
at the individual school level, as determined by the department. The 62 
department shall make such chart of accounts available on its Internet 63 
web site. 64 
(b) For the fiscal year ending June 30, [2015] 2024, and each fiscal year 65 
thereafter, each local or regional board of education, regional 66 
educational service center and state charter school shall implement such 67 
uniform system of accounting by completing and filing annual financial 68 
reports with the department using the chart of accounts and meet the 69 
provisions of section 10-227, as amended by this act. 70 
(c) The Office of Policy and Management may annually audit the 71 
financial reports submitted pursuant to subsection (b) of this section for 72 
any local or regional board of education, regional educational service 73 
center or state charter school. 74 
(d) Not later than July 1, [2013] 2023, the Department of Education 75 
shall submit the chart of accounts described in subsection (a) of this 76 
section to the joint standing committees of the General Assembly having 77 
cognizance of matters relating to education and appropriations and the 78 
budgets of state agencies, in accordance with the provisions of section 79 
11-4a. 80 
Sec. 4. Section 10-16b of the general statutes is repealed and the 81

following is substituted in lieu thereof (Effective from passage): 82 
(a) In the public schools the program of instruction offered shall 83 
include at least the following subject matter, as taught by legally 84 
qualified teachers, the arts; career education; consumer education; 85 
health and safety, including, but not limited to, human growth and 86 
development, comprehensive sex education that is age and 87 
developmentally appropriate and includes, but is not limited to, 88 
instruction about affirmative consent, as defined in section 10a-55m, 89 
nutrition, first aid, including cardiopulmonary resuscitation training in 90 
accordance with the provisions of section 10-16qq, disease prevention 91 
and cancer awareness, including, but not limited to, age and 92 
developmentally appropriate instruction in performing self -93 
examinations for the purposes of screening for breast cancer and 94 
testicular cancer, community and consumer health, physical, mental 95 
and emotional health, including youth suicide prevention, substance 96 
abuse prevention, including instruction relating to opioid use and 97 
related disorders, safety, which shall include the safe use of social 98 
media, as defined in section 9-601, and may include the dangers of gang 99 
membership, and accident prevention; language arts, including reading, 100 
writing, grammar, speaking and spelling; mathematics; physical 101 
education; science, which may include the climate change curriculum 102 
described in subsection (d) of this section; social studies, including, but 103 
not limited to, citizenship, economics, geography, government, history 104 
and Holocaust and genocide education and awareness in accordance 105 
with the provisions of section 10-18f; African-American and black 106 
studies in accordance with the provisions of section 10-16ss; Puerto 107 
Rican and Latino studies in accordance with the provisions of section 108 
10-16ss; computer programming instruction; and in addition, on at least 109 
the secondary level, one or more world languages; vocational education; 110 
and the black and Latino studies course in accordance with the 111 
provisions of sections 10-16tt and 10-16uu. For purposes of this 112 
subsection, world languages shall include American Sign Language, 113 
provided such subject matter is taught by a qualified instructor under 114 
the supervision of a teacher who holds a certificate issued by the State 115

Board of Education. For purposes of this subsection, the "arts" means 116 
any form of visual or performing arts, which may include, but not be 117 
limited to, dance, music, art and theatre; "reading" means evidenced-118 
based instruction that focuses on competency in the following areas of 119 
reading: Oral language, phonemic awareness, phonics, fluency, 120 
vocabulary, rapid automatic name or letter name fluency and reading 121 
comprehension. 122 
(b) If a local or regional board of education requires its pupils to take 123 
a course in a world language, the parent or guardian of a pupil 124 
identified as deaf or hard of hearing may request in writing that such 125 
pupil be exempted from such requirement and, if such a request is 126 
made, such pupil shall be exempt from such requirement. 127 
(c) Each local and regional board of education shall on September 1, 128 
1982, and annually thereafter at such time and in such manner as the 129 
Commissioner of Education shall request, attest to the State Board of 130 
Education that such local or regional board of education offers at least 131 
the program of instruction required pursuant to this section, and that 132 
such program of instruction is planned, ongoing and systematic. 133 
(d) The State Board of Education shall make available curriculum 134 
materials and such other materials as may assist local and regional 135 
boards of education in developing instructional programs pursuant to 136 
this section. The State Board of Education, within available 137 
appropriations and utilizing available resource materials, shall assist 138 
and encourage local and regional boards of education to include: (1) 139 
Holocaust and genocide education and awareness; (2) the historical 140 
events surrounding the Great Famine in Ireland; (3) African-American 141 
and black studies; (4) Puerto Rican and Latino studies; (5) Native 142 
American history; (6) personal financial management, including, but not 143 
limited to, financial literacy as developed in the plan provided under 144 
section 10-16pp; (7) training in cardiopulmonary resuscitation and the 145 
use of automatic external defibrillators; (8) labor history and law, 146 
including organized labor, the collective bargaining process, existing 147

legal protections in the workplace, the history and economics of free 148 
market capitalism and entrepreneurialism, and the role of labor and 149 
capitalism in the development of the American and world economies; 150 
(9) climate change consistent with the Next Generation Science 151 
Standards; (10) topics approved by the state board upon the request of 152 
local or regional boards of education as part of the program of 153 
instruction offered pursuant to subsection (a) of this section; and (11) 154 
instruction relating to the Safe Haven Act, sections 17a-57 to 17a-61, 155 
inclusive. The Department of Energy and Environmental Protection 156 
shall be available to each local and regional board of education for the 157 
development of curriculum on climate change as described in this 158 
subsection. 159 
Sec. 5. Section 10-16b of the general statutes, as amended by section 160 
376 of public act 21-2 of the June special session and section 263 of public 161 
act 22-118, is repealed and the following is substituted in lieu thereof: 162 
(Effective July 1, 2023): 163 
(a) In the public schools the program of instruction offered shall 164 
include at least the following subject matter, as taught by legally 165 
qualified teachers, the arts; career education; consumer education; 166 
health and safety, including, but not limited to, human growth and 167 
development, comprehensive sex education that is age and 168 
developmentally appropriate and includes, but is not limited to, 169

Rican and Latino studies in accordance with the provisions of section 189 
10-16ss; Native American studies, in accordance with the provisions of 190 
section 10-16vv; computer programming instruction; and in addition, 191

the provisions of sections 10-16tt and 10-16uu. For purposes of this 194

qualified teachers, the arts; career education; consumer education; 243 
health and safety, including, but not limited to, human growth and 244 
development, comprehensive sex education that is age and 245

developmentally appropriate and includes, but is not limited to, 246 
instruction about affirmative consent, as defined in section 10a-55m, 247

and cancer awareness, including, but not limited to, age and 250 
developmentally appropriate instruction in performing self -251 
examinations for the purposes of screening for breast cancer and 252 
testicular cancer, community and consumer health, physical, mental 253 
and emotional health, including youth suicide prevention, substance 254 
abuse prevention, including instruction relating to opioid use and 255

membership, and accident prevention; language arts, including reading, 258 
writing, grammar, speaking and spelling; mathematics; physical 259 
education; science, which may include the climate change curriculum 260 
described in subsection (d) of this section; social studies, including, but 261 
not limited to, citizenship, economics, geography, government, history 262 
and Holocaust and genocide education and awareness in accordance 263 
with the provisions of section 10-18f; African-American and black 264 
studies in accordance with the provisions of section 10-16ss; Puerto 265 
Rican and Latino studies in accordance with the provisions of section 266 
10-16ss; Native American studies, in accordance with the provisions of 267 
section 10-16vv; Asian American and Pacific Islander studies, in 268 
accordance with the provisions of section 10-66ww; computer 269 
programming instruction; and in addition, on at least the secondary 270 
level, one or more world languages; vocational education; and the black 271 
and Latino studies course in accordance with the provisions of sections 272 
10-16tt and 10-16uu. For purposes of this subsection, world languages 273 
shall include American Sign Language, provided such subject matter is 274 
taught by a qualified instructor under the supervision of a teacher who 275 
holds a certificate issued by the State Board of Education. For purposes 276 
of this subsection, the "arts" means any form of visual or performing 277 
arts, which may include, but not be limited to, dance, music, art and 278 
theatre. 279

identified as deaf or hard of hearing may request in writing that such 282 
pupil be exempted from such requirement and, if such a request is 283 
made, such pupil shall be exempt from such requirement. 284 
(c) Each local and regional board of education shall on September 1, 285 
1982, and annually thereafter at such time and in such manner as the 286 
Commissioner of Education shall request, attest to the State Board of 287 
Education that such local or regional board of education offers at least 288 
the program of instruction required pursuant to this section, and that 289 
such program of instruction is planned, ongoing and systematic. 290 
(d) The State Board of Education shall make available curriculum 291 
materials and such other materials as may assist local and regional 292 
boards of education in developing instructional programs pursuant to 293 
this section. The State Board of Education, within available 294 
appropriations and utilizing available resource materials, shall assist 295 
and encourage local and regional boards of education to include: (1) 296 
Holocaust and genocide education and awareness; (2) the historical 297 
events surrounding the Great Famine in Ireland; (3) African-American 298 
and black studies; (4) Puerto Rican and Latino studies; (5) Native 299 
American studies; (6) Asian American and Pacific Islander studies; (7) 300 
personal financial management, including, but not limited to, financial 301 
literacy as developed in the plan provided under section 10-16pp; (8) 302 
training in cardiopulmonary resuscitation and the use of automatic 303 
external defibrillators; (9) labor history and law, including organized 304 
labor, the collective bargaining process, existing legal protections in the 305 
workplace, the history and economics of free market capitalism and 306 
entrepreneurialism, and the role of labor and capitalism in the 307 
development of the American and world economies; (10) climate change 308 
consistent with the Next Generation Science Standards; (11) topics 309 
approved by the state board upon the request of local or regional boards 310 
of education as part of the program of instruction offered pursuant to 311 
subsection (a) of this section; and (12) instruction relating to the Safe 312

Haven Act, sections 17a-57 to 17a-61, inclusive. The Department of 313 
Energy and Environmental Protection shall be available to each local 314 
and regional board of education for the development of curriculum on 315 
climate change as described in this subsection.  316 
Sec. 7. (NEW) (Effective July 1, 2023) On and after July 1, 2023, the 317 
Department of Education shall annually offer a training program to 318 
newly elected members of local and regional boards of education. Such 319 
training program shall be developed by the department, and include, 320 
but not be limited to, the role and responsibilities of a board member, 321 
the duties and obligations of a board of education and school district 322 
budgeting and education finance.  323 
Sec. 8. (NEW) (Effective July 1, 2023) On and after July 1, 2023, any 324 
person who has been elected to a local or regional board of education 325 
for the first time shall complete, at a time and in a manner prescribed by 326 
the Department of Education, the training program for newly elected 327 
members of local and regional boards of education, as described in 328 
section 7 of this act. Each such member shall complete such training 329 
program not later than one year after assuming office. 330 
Sec. 9. Subsection (i) of section 10-145a of the general statutes is 331 
repealed and the following is substituted in lieu thereof (Effective July 1, 332 
2023): 333 
(i) On and after July 1, [2016] 2023, any program of teacher 334 
preparation leading to professional certification shall require, as part of 335 
the curriculum, clinical experience, field experience or student teaching 336 
experience in a classroom during four semesters of such program of 337 
teacher preparation. [Such clinical experience, field experience or 338 
student teaching experience shall occur: (1) In a school district that has 339 
been categorized by the Department of Education as District Reference 340 
Group A, B, C, D or E, and (2) in a school district that has been 341 
categorized by the department as District Reference Group F, G, H or I.] 342 
Such clinical experience, field experience or student teaching experience 343 
may include a cooperating teacher serving as a mentor to student 344

teachers, provided such cooperating teacher has received a performance 345 
evaluation designation of exemplary or proficient, pursuant to section 346 
10-151b, for the prior school year. 347 
Sec. 10. Subsections (a) to (c), inclusive, of section 10-262u of the 348 
general statutes are repealed and the following is substituted in lieu 349 
thereof (Effective July 1, 2023): 350 
(a) As used in this section and section 10-262i: 351 
(1) "Alliance district" means a school district for a town that (A) is 352 
among the towns with the [thirty-three] lowest accountability index 353 
scores [, as calculated] and so designated by the [Department] 354 
Commissioner of Education, or (B) was previously designated as an 355 
alliance district by the Commissioner of Education [for the fiscal years 356 
ending June 30, 2013, to June 30, 2022, inclusive] on or before July 1, 357 
2023. 358 
(2) "Accountability index" has the same meaning as provided in 359 
section 10-223e. 360 
(3) "Mastery test data of record" has the same meaning as provided 361 
in section 10-262f. 362 
(4) "Educational reform district" means an alliance district that is 363 
among the ten lowest accountability index scores when all towns are 364 
ranked highest to lowest in accountability index scores. 365 
(b) (1) For the fiscal year ending June 30, 2013, the Commissioner of 366 
Education shall designate thirty school districts as alliance districts. 367 
[Any school district designated as an alliance district shall be so 368 
designated for a period of five years. On or before June 30, 2016, the 369 
Department of Education shall determine if there are any additional 370 
alliance districts.] 371 
(2) For the fiscal year ending June 30, 2018, the commissioner shall 372 
designate thirty-three school districts as alliance districts. [Any school 373

district designated as an alliance district shall be so designated for a 374 
period of five years.] 375 
(3) For the fiscal year ending June 30, 2023, the commissioner shall 376 
designate thirty-six school districts as alliance districts. [Any school 377 
district designated as an alliance district shall be so designated for a 378 
period of five years.] 379 
(4) On and after July 1, 2023, the commissioner may designate 380 
additional school districts as alliance districts. 381 
(c) (1) For the fiscal year ending June 30, 2023, and each fiscal year 382 
thereafter, the Comptroller shall withhold from any town that [(A)] was 383 
designated as an alliance district (A) pursuant to subdivision (2) of 384 
subsection (b) of this section any increase in funds received over the 385 
amount the town received for the fiscal year ending June 30, 2012, 386 
pursuant to subsection (a) of section 10-262i, [and (B) was designated as 387 
an alliance district] (B) for the first time pursuant to subdivision (3) of 388 
subsection (b) of this section, any increase in funds received over the 389 
amount the town received for the fiscal year ending June 30, 2022, 390 
pursuant to subsection (a) of section 10-262i, or (C) pursuant to 391 
subdivision (4) of subsection (b) of this section any increase in funds 392 
received over the amount the town received for the fiscal year prior to 393 
such designation as an alliance district pursuant to subsection (a) of 394 
section 10-262i. The Comptroller shall transfer such funds to the 395 
Commissioner of Education. 396 
(2) Upon receipt of an application pursuant to subsection (d) of this 397 
section or section 10-156gg, the Commissioner of Education may pay 398 
such funds to the town designated as an alliance district and such town 399 
shall pay all such funds to the local or regional board of education for 400 
such town on the condition that such funds shall be expended in 401 
accordance with (A) the plan described in subsection (d) of this section, 402 
(B) the minority candidate certification, retention or residency year 403 
program pursuant to section 10-156gg, (C) the family resource center 404 
program, pursuant to section 10-4o, to establish a family resource center 405

in each elementary school under the jurisdiction of such board, (D) the 406 
provisions of subsection (c) of section 10-262i, and [(D)] (E) any 407 
guidelines developed by the State Board of Education for such funds. 408 
Such funds shall be used to improve student achievement and recruit 409 
and retain minority teachers in such alliance district and to offset any 410 
other local education costs approved by the commissioner. 411 
Sec. 11. (NEW) (Effective July 1, 2023) (a) As used in this section: 412 
(1) "Alliance district" has the same meaning as provided in section 10-413 
262u of the general statutes, as amended by this act; 414 
(2) "Private entity" means any individual, corporation, general 415 
partnership, limited partnership, limited liability partnership, joint 416 
venture, nonprofit organization or other business entity; 417 
(3) "Public-private partnership" means the relationship established 418 
between the local or regional board of education for a town designated 419 
as an alliance district, a community college and a private entity for the 420 
purpose of implementing a pathways in technology early college high 421 
school program; and 422 
(4) "Pathways in technology early college high school program" 423 
means a program of instruction in which students in grades nine to 424 
twelve, inclusive, complete high school and college-level coursework 425 
while simultaneously engaging in industry-guided workforce 426 
development.  427 
(b) For the fiscal year ending June 30, 2024, and each fiscal year 428 
thereafter, the Department of Education shall annually issue a request 429 
for proposals to local and regional boards of education for towns 430 
designated as alliance districts for the establishment of a new public-431 
private partnership or the enhancement of an existing pathways in 432 
technology early college high school program. The department shall 433 
review such proposals and award a grant to two such boards for the 434 
costs associated with the establishment or enhancement of a pathways 435

in technology early college high school program. 436 
Sec. 12. (NEW) (Effective July 1, 2023) No person shall sell or offer for 437 
sale to any local or regional board of education, or in any public school, 438 
any food product in which the name and branding on the packaging 439 
that is available at retail in the general market place is the same or 440 
similar to the name and branding on the packaging for sale in a public 441 
school, but in which the nutritional value or ingredients in such food 442 
product deviate from the same or similarly named and branded food 443 
product that is for sale in a public school. 444 
Sec. 13. (Effective July 1, 2023) (a) For the fiscal years ending June 30, 445 
2024, to June 30, 2026, inclusive, the Department of Education shall 446 
administer a wholesome school meals pilot program that awards a grant 447 
to an alliance district, as defined in section 10-262u of the general 448 
statutes, as amended by this act, for the purpose of embedding a 449 
professional chef in such alliance district to assist school meal programs 450 
in building the capacity of food service staff, improving school meal 451 
quality, increasing diner satisfaction, streamlining operations and 452 
establishing a financially viable school meal program. The department 453 
shall partner with an organization that specializes in the placement of 454 
chefs for the purposes described in this subsection. 455 
(b) Not later than October 1, 2023, a local or regional board of 456 
education for a town designated as an alliance district may apply to the 457 
department, in a form and manner prescribed by the department, for a 458 
grant under this section.  459 
(c) The department shall review each application submitted under 460 
subsection (b) of this section and award five grants under this section. 461 
Each grant recipient shall receive an annual grant of one hundred fifty 462 
thousand dollars in each year of the pilot program. Such grant shall be 463 
expended for the purposes described in subsection (a) of this section. 464 
(d) Not later than January 1, 2027, the department shall submit a 465 
report on the wholesome school meals pilot program to the joint 466

standing committee of the General Assembly having cognizance of 467 
matters relating to education and appropriations, in accordance with the 468 
provisions of section 11-4a of the general statutes.  469
