The amendment requires the establishment of a statewide recovery
high school for students in grades 9 through 12 who are in recovery from
substance use disorder or another co-occurring disorder. This has
potentially significant costs associated with staffing, supplies, and
equipment for such a high school. The amendment does not provide
funding for this purpose.
