Section 6 allows the Office of the Attorney General (OAG) to enforce consumer health data privacy provisions established by the bill, which could result in a revenue gain beginning in FY 24 to the extent violations occur and are enforced. Section 7 establishes social media platform requirements with respect to minors, beginning in FY 25, and charges OAG with enforcing violations under the Connecticut Unfair Trade Practices Act (CUTPA), which may result in a revenue gain to the General Fund. Section 13 2023SB-00003-R00LCO07779-FNA.docx Page 2 of 2 allows OAG to solely enforce provisions of Sections 8 – 12 of the amendment, which establish controller and processor responsibilities with respect to minors, under CUTPA, beginning in FY 25. This may result in a revenue gain to the extent violations are enforced. Sections 15-16 allow the Department of Consumer Protection to issue fines of up to $25,000 for certain online dating operator violations resulting in a potential revenue gain to the state beginning in FY 24 to the extent that violations occur, and fines are issued. Section 17 creates the Connecticut Internet Crimes Against Children Task Force within the Department of Emergency Services and Public Protection. Any costs to the state in FY 24 and FY 25 would depend on the level of any state and federal appropriations. The amendment makes other changes that have no fiscal impact to the state or municipalities.
