Cost 
The amendment requires the Department of Housing (DOH) to 
provide the standardized rental agreement and requires municipalities 
to provide housing code violation forms in every language spoken by at 
least 1% of the state’s population. The bill only requires these to be 
available in English and Spanish.   
This is anticipated to result in an additional cost to DOH of less than 
$10,000 (less than $5,000 per additional language) in FY 24 only, for 
translation of the standardized rental agreement into Portuguese and 
Polish. Costs will depend on the length of the rental agreement and 
translation costs per page. 
The amendment also results in a minimal cost to municipalities 
annually, beginning in FY 24, to provide housing code violation 
complaint forms in Portuguese and Polish.
