AN ACT REQUIRING NOTICE OF A PROPOSED INVOLUNTARY 
TRANSFER OR DISCHARGE OF A NURSING FACILITY RESIDENT 
TO THE STATE OMBUDSMAN.

Explanation 
The bill, which requires: (1) nursing homes to notify the Long-Term 
Care Ombudsman of a resident’s involuntary transfer or discharge on 
the same day the nursing home notifies the resident and (2) the 
establishment of family councils in managed residential communities 
offering assisted living services, is not anticipated to result in a  fiscal 
impact to the state or municipalities. 
Senate “A” has no fiscal impact by requiring the establishment of 
family councils in managed residential communities offering assisted 
living services by 1/1/24.
