Explanation 
The bill potentially broadens parole eligibility for certain offenders 
who were under 21 years of age when they committed a crime resulting 
in a potential marginal savings to the Department of Correction to the 
extent that additional inmates are granted parole. 
House "A" strikes the underlying bill and the associated fiscal impact, 
resulting in the impact described above. 
Senate "A" amends the original bill, which has no effect on the fiscal 
impact of the bill as amended by House "A." 
The Out Years 
The annualized ongoing fiscal impact identified above would 
continue into the future subject to the number of inmates who meet the 
expanded criteria and are granted parole.
