AN ACT PERMITTING VERIFICATION OF THE ADDRESS OF A 
REGISTERED SEX OFFENDER BY FAX OR EMAIL. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 54-257 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 1, 2 
2023): 3 
(c) Except as provided in subsection (b) of this section, the 4 
Department of Emergency Services and Public Protection shall verify 5 
the address of each registrant by mailing a nonforwardable verification 6 
form to the registrant at the registrant's last reported address. Such form 7 
shall require the registrant to sign a statement that the registrant 8 
continues to reside at the registrant's last reported address and return 9 
the form by mail, facsimile or electronic mail by a date which is ten days 10 
after the date such form was mailed to the registrant. The form shall 11 
contain a statement that failure to return the form or providing false 12 
information is a violation of section 54-251, 54-252, 54-253 or 54-254, as 13 
the case may be. Each person required to register under section 54-251, 14 
54-252, 54-253 or 54-254 shall have such person's address verified in such 15  Raised Bill No.  969

manner every ninety days after such person's initial registration date. In 16 
the event that a registrant fails to return the address verification form, 17 
the Department of Emergency Services and Public Protection shall 18 
notify the local police department or the state police troop having 19 
jurisdiction over the registrant's last reported address, and that agency 20 
shall apply for a warrant to be issued for the registrant's arrest under 21 
section 54-251, 54-252, 54-253 or 54-254, as the case may be. The 22 
Department of Emergency Services and Public Protection shall not 23 
verify the address of registrants whose last reported address was 24 
outside this state. 25 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2023 54-257(c) 
 
Statement of Purpose:   
To permit a registered sex offender to respond to an address verification 
request by facsimile or electronic mail.
