Section 3 results in a potential fiscal impact to the Connecticut Health and Educational Facilities Authority (CHEFA) to provide financial assistance to nursing homes for costs incurred to install air conditioning systems in each resident room, through a revolving loan account, effective 10/1/25. The amendment does not specify a funding source for the revolving loan account and makes such loans subject to requirements to be determined by CHEFA. No new loan may be made after January 1, 2026, and any remaining funds may be withdrawn by the authority from such account and used for other purposes of the authority.
