AMENDMENT LCO No.: 7839 File Copy No.: 556 Senate Calendar No.: 328 Primary Analyst: MR 5/16/23 Contributing Analyst(s): (NF) Reviewer: MP OFA Fiscal Note No Fiscal Impact The amendment replaces Section 3 in the underlying bill with a provision that requires every dog kennel to be inspected annually by a municipal animal control officer (ACO). It allows the ACO to issue certain corrective orders, after consulting with a veterinarian, to fix any adverse conditions. This has no fiscal impact since the amendment requires the corrections to be made at the expense of the kennel licensees, and also since it is expected that ACOs can inspect kennels within their existing resources. Additionally, it specifies: (1) how local kennel license fees must be used by municipalities; and (2) that fees paid to a municipality for a local kennel license cannot be returned or paid back to the person from whom the fee was collected. These provisions have no fiscal impact since the amendment does not alter the allocation of fees to municipalities.
