AN ACT IMPLEMENTING ADDITIONAL MEASURES TO PREVENT 
TRAFFICKING IN PERSONS AND EXPANDING THE COMPOSITION 
OF THE TRAFFICKING IN PERSONS COUNCIL. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2023) No operator of a hotel, 1 
motel or similar lodging may offer an hourly rate for any sleeping 2 
accommodation maintained by such hotel, motel or similar lodging. 3 
Sec. 2. (NEW) (Effective October 1, 2023) No operator of a hotel, motel 4 
or similar lodging shall provide use of any sleeping accommodation 5 
maintained by such hotel, motel or similar lodging to any person 6 
without first establishing the person's identity by requiring such 7 
person to present the person's motor vehicle operator's license, or any 8 
other valid form of identification issued by the federal government or 9 
a state or municipal government or an official passport, provided such 10 
form of identification includes a photograph. 11 
Sec. 3. Subsection (b) of section 46a-170 of the general statutes is 12 
repealed and the following is substituted in lieu thereof (Effective July 13 
1, 2023): 14 
(b) The council shall consist of the following members: (1) The Chief 15 
State's Attorney, or a designee; (2) the Chief Public Defender, or a 16 
designee; (3) the Commissioner of Emergency Services and Public 17  Substitute Bill No. 1117

Protection, or the commissioner's designee; (4) the Labor 18 
Commissioner, or the commissioner's designee; (5) the Commissioner 19 
of Social Services, or the commissioner's designee; (6) the 20 
Commissioner of Public Health, or the commissioner's designee; (7) the 21 
Commissioner of Mental Health and Addiction Services, or the 22 
commissioner's designee; (8) the Commissioner of Children and 23 
Families, or the commissioner's designee; (9) the Commissioner of 24 
Consumer Protection, or the commissioner's designee; (10) the 25 
Commissioner of Developmental Services, or the commissioner's 26 
designee; (11) the director of the Basic Training Division of the Police 27 
Officer Standards and Training Council, or the director's designee; 28 
[(11)] (12) the Child Advocate, or the Child Advocate's designee; [(12)] 29 
(13) the Victim Advocate, or the Victim Advocate's designee; [(13)] (14) 30 
a chairperson of the Commission on Women, Children, Seniors, Equity 31 
and Opportunity, or the chairperson's designee; [(14)] (15) one 32 
representative of the Office of Victim Services of the Judicial Branch 33 
appointed by the Chief Court Administrator; [(15)] (16) a municipal 34 
police chief appointed by the Connecticut Police Chiefs Association, or 35 
a designee; [(16)] (17) the Commissioner of Education, or the 36 
commissioner's designee; [(17)] (18) an adult victim of trafficking, 37 
appointed by the Governor; [(18)] (19) a judge of the Superior Court, 38 
appointed by the Chief Court Administrator; [(19)] (20) a state's 39 
attorney appointed by the Chief State's Attorney; [(20)] (21) a public 40 
defender appointed by the Chief Public Defender; and [(21)] (22) 41 
fifteen public members appointed as follows: The Governor shall 42 
appoint three members, one of whom shall represent victims of 43 
commercial exploitation of children, one of whom shall represent sex 44 
trafficking victims who are children and one of whom shall represent a 45 
coalition of children's advocacy centers and multidisciplinary teams 46 
that are dedicated to serving child abuse victims and their families, the 47 
president pro tempore of the Senate shall appoint two members, one of 48 
whom shall represent the Connecticut Alliance to End Sexual Violence 49 
and one of whom shall represent an organization that provides civil 50 
legal services to low-income individuals, the speaker of the House of 51 
Representatives shall appoint two members, one of whom shall 52  Substitute Bill No. 1117

represent the Connecticut Coalition Against Domestic Violence and 53 
one of whom shall represent the Connecticut Lodging Association, the 54 
majority leader of the Senate shall appoint two members, one of whom 55 
shall represent an organization that deals with behavioral health needs 56 
of women and children and one of whom shall represent the 57 
Connecticut Coalition to End Homelessness, the majority leader of the 58 
House of Representatives shall appoint two members, one of whom 59 
shall represent an organization that advocates on social justice and 60 
human rights issues and one of whom shall represent the Connecticut 61 
Criminal Defense Lawyers Association, the minority leader of the 62 
Senate shall appoint two members, one of whom shall represent the 63 
Connecticut Immigrant and Refugee Coalition and one of whom shall 64 
represent massage therapists, and the minority leader of the House of 65 
Representatives shall appoint two members, one of whom shall 66 
represent the Motor Transport Association of Connecticut, Inc. and one 67 
of whom shall represent an organization that works with adult victims 68 
of trafficking. 69 
This act shall take effect as follows and shall amend the following 
sections:
