Researcher: MK Page 1 4/17/23 OLR Bill Analysis sSB 1117 AN ACT IMPLEMENTING ADDITIONAL MEASURES TO PREVENT TRAFFICKING IN PERSONS AND EXPANDING THE COMPOSITION OF THE TRAFFICKING IN PERSONS COUNCIL. SUMMARY This bill expands protections for victims of human trafficking. It prohibits hotel, motel, or similar lodging operators (“operators”) from: 1. offering an hourly rate for any sleeping accommodation; and 2. providing use of any sleeping accommodation to anyone without first establishing the person’s identity by requiring them to present a form of identification the bill specifies. (Presumably, this requirement applies to the person under whose name the room is registered.) Under the bill, the valid forms of identification that the operators must use to confirm identity are the person’s passport, motor vehicle operator’s license, or any other valid government-issued identification that has the person’s photograph. The bill also increases the Trafficking in Persons Council’s membership from 35 to 36 by adding the Department of Developmental Services commissioner, or the commissioner’s designee. By law, among other things, the Trafficking in Persons Council coordinates human trafficking data collection and consults with government and non- government organizations in developing recommendations to strengthen state and local efforts to prevent trafficking, protect and assist victims, and prosecute traffickers.
