AN ACT CONCERNING A STUDY OF THE CONSOLIDATION OF THE 
FAMILY VIOLENCE MODEL POLICY GOVERNING COUNCIL AND THE 
DOMESTIC VIOLENCE OFFENDER PROGRAM STANDARDS 
ADVISORY COUNCIL.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The chairpersons of the Family 1 
Violence Model Policy Governing Council, established pursuant to 2 
section 46b-38j of the general statutes, and the chairpersons of the 3 
Domestic Violence Offender Program Standards Advisory Council, 4 
established pursuant to section 46b-38l of the general statutes, shall 5 
study whether the consolidation of said councils into a single council 6 
would serve to enhance the activities undertaken and services 7 
provided by said councils. Such study shall include, but not be limited 8 
to, an assessment of the activities to be undertaken by a single 9 
consolidated council, services to be provided by such council and the 10 
membership of  such council. Not later than January 1, 2024, the 11 
chairpersons of said councils shall report, in accordance with the 12 
provisions of section 11-4a of the general statutes, on the results of 13 
such study to the joint standing committee of the General Assembly 14 
having cognizance of matters relating to the judiciary. Such report may 15 
include legislative recommendations for any needed statutory changes 16 
in connection with the establishment of a  single consolidated council. 17  Substitute Bill No. 1118

This act shall take effect as follows and shall amend the following 
sections:
