Explanation
The bill does not have a fiscal impact to the state as it requires two
already established councils to combine, and it makes changes to parties
who may be ordered to pay alimony which also does not have a fiscal
impact.
Senate "A" strikes the underlying bill and replaces it with language
that results in the impact above.
