Potential Cost 
The amendment would require offshore wind providers to pay a 
mitigation fee of $2,000,000; and would then be required to make 
additional payments to be determined by the mitigation fund manager 
and approved by the Public Utilities Regulatory Agency (PURA). The 
amendment establishes an Offshore Wind Emergency Mitigation Fund 
Oversight Committee to oversee the dispersal and utilization of the 
fund. The fund is to be distributed through an independent contractor 
hired by the Department of Administrative Services (DAS). The cost of 
the amendment will depend on how closely the assessed fees 
correspond to the costs of environmental damage year to year.
