It requires the Department of Energy and Environmental Protection (DEEP) to conduct a study on the need to expand the state's environmental justice (EJ) law to provide for the ability to deny certain applications for affecting facilities based on potential environmental and public health stressors from such facilities. DEEP is required to report to the legislature by January 1, 2024. This has no fiscal impact since DEEP has expertise for this purpose.
