Explanation 
The bill allows the Department of Motor Vehicles to require that 
persons with a school bus or student transportation vehicle license 
submit to state background checks periodically, resulting in a potential 
revenue gain to the state to the extent additional background checks are 
conducted. The Department of Emergency Services and Public 
Protection (DESPP) conducts state background checks for a $75 fee per 
person. DESPP may conduct fingerprinting for a $15 fee per person, 
paid to the Applicant Fingerprint Card Submission Account.

The bill also makes various changes to the government 
administration statutes resulting in no fiscal impact to the state.
