Explanation 
The amendment allows peace officers to stop a motor vehicle solely 
for smoking, otherwise inhaling or ingesting cannabis while in or 
operating a motor vehicle, resulting in a minimal potential revenue gain 
to the state and municipalities to the extent that additional violations are 
enforced.
