Explanation 
This bill has no fiscal impact on the Contracting Standards Board 
(CSB). The CSB received additional FTE's in recent years to allow them 
to meet existing state mandates, and could fulfill the requirements of 
this bill within existing appropriations.  
The bill, which applies the privatization law to the UConn Health 
Center Finance Corporation, results in a cost to the UConn Health. 
Under the bill the UConn Health Finance Corporation would be under 
the authority of the State Contracting Standards Board (SCSB). Fulfilling 
the requirements, including performing cost-benefit analyses, would 
result in additional costs to UConn Health, associated with the need for 
additional staff. It is anticipated that UConn Health has approximately 
100 contracts annually that would require additional staff time because 
of the bill.  
UConn Health would incur additional costs of approximately 
$406,820 in FY 24 associated with two Procurement/Contract Specialists 
with an annual salary of $100,000 plus fringe benefits of $103,410 each,  2023SB-01223-R000572-FN.DOCX 	Page 2 of 2 
 
 
and $416,990 in FY 24 associated with an annual salary of $102,500 and 
corresponding fringe benefits of $105,995.

The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation.
