Explanation 
This bill results in a potential cost to the Citizen's Election Program 
(CEP). The bill lowers the threshold for qualifying donations and 
defines the number of in district (for state legislature) or in state 
(statewide office) donors before a candidate can qualify for CEP 
funding. This could potentially increase the number of candidates that 
could qualify for the program and increase the costs of the program. The 
exact increase would depend on the number of candidates that would 
qualify and apply for CEP funding.  
 The Citizens Election Fund ended 2022 with a remaining balance 
of $31,750,622. 
The Out Years 
The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation and participation in the 
Citizens Election Program.
