Explanation 
The bill, which results in no fiscal impact, requires the Department of 
Administrative Services (DAS) to transition certain emergency medical 
services coordinator positions to classified service, expands reporting 
requirements for the Department of Developmental Services (DDS) and 
Department of Social Services (DSS) related to wait lists for waiver 
programs, and requires the Chief Workforce Officer within the Office of 
Workforce Strategy (OWS) to report on the recommendations for 
establishing a career pipeline program and associated funding. It is 
anticipated that OWS, in consultation with other relevant state agencies, 
will be able to develop the plan within existing resources and report 
back the necessary level of funding required for the pipeline program.
