Section 2 creates a café permit for wine, beer and cider for an annual fee of $1,000 resulting in a potential revenue gain to the extent there is an increase in the number of permits as opposed to a shift in existing permits. 1 Section 2 also results in a potential revenue gain to the state’s sales and alcoholic beverage taxes by establishing a new café permit. The revenue gain is dependent upon the number of permits approved and only to the extent that there is an increase in alcohol and food sales rather than a shift from currently allowed transactions. 1 Currently you can apply for a variety of liquor permits with fees ranging from $300 to $2,000. 2024HB-05149-R000076-FN.DOCX Page 2 of 2 Section 6 results in a potential revenue gain to the state’s sales and alcoholic beverages taxes by allowing package store permittees to conduct fee-based spirits education and tasting classes or demonstrations. Any revenue gain would be only to the extent that there is an increase in alcohol sales resulting from such classes and demonstrations. The Out Years The annualized ongoing fiscal impact identified above would continue into the future subject to the number of permits applied for and inflation.
