Explanation 
The bill results in a potential state and municipal revenue loss from 
the applicable sales and excise taxes on cannabis by prohibiting the sale 
of synthetic cannabinoids at cannabis establishments. Any shift in sales 
to allowable cannabis products would limit the revenue loss from this 
bill.  
This bill makes other various changes regarding cannabis regulations 
that have no fiscal impact.  
House “A” makes various changes regarding cannabis regulations
