OFFICE OF FISCAL ANALYSIS Legislative Office Building, Room 5200 Hartford, CT 06106 (860) 240-0200 http://www.cga.ct.gov/ofa HB-5318 AN ACT REQUIRING THE LICENSURE OF LACTATION CONSULTANTS. AMENDMENT LCO No.: 4276 File Copy No.: 410 House Calendar No.: 266 Primary Analyst: RDP 4/24/24 Contributing Analyst(s): (MG) Reviewer: PR OFA Fiscal Note General Fund Revenue Gain in the Out Years The amendment strikes the language of the underlying bill and its associated fiscal impact, replacing it with language that creates a new Department of Public Health licensure category for lactation consultants starting 7/1/26, which results in a General Fund (GF) revenue gain of approximately $53,200 in FY 27 from initial license fees of $200 1 and, beginning in FY 29 and continuing biennially, a GF revenue gain of $26,600 from license renewal fees ($100). As the language of the amendment conforms the licensing of lactation consultants to current department practices for other professions, and the number of projected initial and renewal applications is limited, it is anticipated the department can establish this new licensure category within existing resources. The preceding Fiscal Impact statement is prepared for the benefit of the members of the General Assembly, solely for the purposes of information, summarization and explanation and does not represent the intent of the General Assembly or either chamber thereof for any purpose. In general, fiscal impacts are based upon a variety of informational sources, including the analyst’s professional knowledge. Whenever applicable, agency data is consulted as part of the analysis, however final products do not necessarily reflect an assessment from any specific department. 1 There are 266 lactation consultants potentially eligible for licensure as of 1/2/24 according to the International Board of Lactation Consultant Examiners.
