Explanation 
The bill designates certain motor vehicle infractions as "secondary 
violations" and prohibits law enforcement officers from stopping a 
motor vehicle only to enforce one of these infractions, resulting in a 
potential revenue loss to the state and various municipalities beginning 
in FY 25, to the extent that there are less infractions resulting from 
vehicles stopped solely for such infractions.

The annualized ongoing fiscal impact identified above would 
continue into the future subject to the actual number of infractions.

In FY 23, approximately $2 million was collected in fines related to infractions that 
would now be considered secondary violations.
