Potential Savings  
The amendment allows units to be counted toward a subsequent 
moratorium if they were not counted toward a current moratorium, 
despite being completed before the current moratorium has begun. This 
results in a potential savings to municipalities beginning in FY 25 for 
legal costs to the extent that more municipalities are awarded a 
moratorium.
