The amendment imposes a ban on the construction or approval of 
any pipeline that carries fossil fuels and resulting in no direct fiscal 
impact to the state or municipalities. 
Ratepayer Impact Statement

The amendment results in an indeterminate long term ratepayer 
impact. The energy market typically significantly varies year-to-year, 
and to the extent that prohibition shifts generation from a higher cost 
source to a lower cost source it could result in savings, or costs in the 
inverse. Due to the extensive construction and time required for the 
creation of pipelines, there is a minimal potential impact on ratepayers 
in the immediate future to the extent it halts existing pipeline 
construction.
