AN ACT DEFINING "DEPENDENT CHILD" FOR PURPOSES OF THE 
STATE CODE OF ETHICS FOR PUBLIC OFFICIALS AND 
CONCERNING THE EXERCISE OF JURISDICTION OVER 
NONRESIDENTS BY THE OFFICE OF STATE ETHICS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 1-79 of the general statutes is amended by adding 1 
subdivision (22) as follows (Effective October 1, 2024): 2 
(NEW) (22) "Dependent child" means any individual who is (A) a son, 3 
daughter, stepson or stepdaughter of the filing individual, and (B) a 4 
qualifying child, as defined in 26 USC 152, as amended from time to time, 5 
of the filing individual. 6 
Sec. 2. Subsection (a) of section 1-101oo of the general statutes is 7 
repealed and the following is substituted in lieu thereof (Effective from 8 
passage): 9 
(a) [In addition to its jurisdiction over persons who are residents of 10 
this state, the Office of State Ethics may] For the purposes of this part, 11

nonresident person, or the agent of such nonresident person, is limited 13 
to any such person or agent who makes a payment of money or gives 14 
anything of value to a public official or state employee in violation of 15 
section 1-101nn, or who is, or is seeking to be, prequalified under section 16 
4a-100. 17 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To define "dependent child" for purposes of the State Code of Ethics for 
public officials and clarify the ability of the Office of State Ethics to 
exercise personal jurisdiction over nonresidents.
