Explanation 
The amendment expands the Connecticut Family and Medical Leave 
Insurance Program to all public employees. This results in a significant 
revenue gain and a potential cost to the CT Paid Leave Contribution 
Trust Fund, the magnitude of which is dependent on the total amount 
of wages and cost of paid leave for newly covered employees.
