AN ACT CONCERNING MUNICIPAL SOLID WASTE MANAGEMENT.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) The Department of Energy 1 
and Environmental Protection shall hire a consultant to conduct a waste 2 
characterization and needs assessment. Upon completion of such waste 3 
characterization and needs assessment, the department shall submit, in 4 
accordance with section 11-4a of the general statutes, a report to the joint 5 
standing committee of the General Assembly having cognizance of 6 
matters relating to the environment on the results of such 7 
characterization and assessment, including, but not limited to, a 8 
description of any changes from the most recent previous such 9 
characterization. The department shall utilize any funds made available 10 
by the General Assembly to fund such assessment, including, but not 11 
limited to, any funds from the American Rescue Plan Act of 2021, P.L. 12 
117-2, as amended from time to time, made available to such agency for 13 
said purpose. 14 
Sec. 2. Subsection (b) of section 14-267a of the general statutes is 15 
repealed and the following is substituted in lieu thereof (Effective from 16 
passage): 17 
(b) The axle weight on any axle and the gross weight of any vehicle 18 
or combination of vehicle and trailer or vehicle and semitrailer or any 19 
other object, including its load, may not exceed the lesser of the 20  Substitute Bill No. 293

manufacturer's axle weight rating, the manufacturer's gross vehicle 21 
weight rating or the following axle and gross weight limits: (1) The 22 
weight on any single axle shall not exceed twenty-two thousand four 23 
hundred pounds or, in the case of axles spaced less than six feet apart, 24 
eighteen thousand pounds on each axle; (2) a two-axle vehicle shall 25 
comply with the axle requirements specified in subdivision (1) of this 26 
subsection, and shall not exceed a maximum gross vehicle weight of 27 
thirty-six thousand pounds; (3) a three-axle vehicle shall comply with 28 
the axle requirements specified in subdivision (1) of this subsection and 29 
shall not exceed a maximum gross vehicle weight of fifty-three 30 
thousand eight hundred pounds; (4) a three-axle combination of vehicle 31 
and trailer or vehicle and semitrailer shall comply with the axle 32 
requirements specified in subdivision (1) of this subsection and shall not 33 
exceed a maximum gross vehicle weight of fifty-eight thousand four 34 
hundred pounds; (5) a four-or-more-axle vehicle or combination of 35 
vehicle and trailer or vehicle and semitrailer shall comply with the axle 36 
requirements specified in subdivision (1) of this subsection and shall not 37 
exceed a maximum gross vehicle weight of sixty-seven thousand four 38 
hundred pounds; (6) a four-or-more-axle vehicle or combination of 39 
vehicle and trailer or vehicle and semitrailer where the distance between 40 
the first and last axle is not less than twenty-eight feet shall comply with 41 
the axle requirements specified in subdivision (1) of this subsection and 42 
shall not exceed a maximum gross vehicle weight of seventy-three 43 
thousand pounds; (7) the gross vehicle weight of (A) a bulk milk pickup 44 
tanker, [or] (B) a vehicle or combination of vehicle and trailer or vehicle 45 
and semitrailer hauling agricultural commodities, or (C) a vehicle or 46 
combination of vehicle and trailer or vehicle and semitrailer hauling 47 
solid waste, including recyclables, shall not exceed one hundred 48 
thousand pounds, provided the weight of the bulk milk pickup tanker 49 
or such vehicle or combination is permitted under the federal-aid 50 
highway amendments of 1974, 88 Stat. 2281, 23 USC 101 et seq., as 51 
amended from time to time; and (8) notwithstanding the provisions of 52 
this subsection and subsection (e) of this section, a vehicle or 53 
combination of vehicle and semitrailer may be operated on any highway 54 
or bridge without a written permit, provided it is in compliance with the 55  Substitute Bill No. 293

axle requirements specified in subdivision (1) of this subsection, and 56 
provided such vehicle or combination is in compliance with the federal-57 
aid highway amendments of 1974, 88 Stat. 2281, 23 USC 101 et seq., as 58 
amended from time to time, including the gross vehicle weight limit of 59 
eighty thousand pounds and the following weight distribution formula: 60

Where W = overall gross weight on any group of two or more 61 
consecutive axles to the nearest five hundred pounds, L = distance in 62 
feet between the extreme of any group of two or more consecutive axles, 63 
and N = number of axles in group under consideration, except that two 64 
consecutive sets of tandem axles may carry a gross load of sixty-eight 65 
thousand pounds, provided the overall distance between the first and 66 
last axles of such consecutive sets of tandem axles is thirty-six feet or 67 
more. As used in this subsection, "agricultural commodity" means 68 
inputs limited to feed, seed and fertilizer and products of agriculture, as 69 
described in subsection (q) of section 1-1. 70 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Legislative Commissioners:   
In Section 2(b)(7)(C), "solid waste including recyclables" was changed to 
"solid waste, including recyclables," for clarity.
