The amendment allows municipalities with three or more existing 
solar farms to establish a moratorium on construction or installation of 
any new solar farm. Any impact is dependent on if a municipality meets 
the criteria and establishes the moratorium.  
If a municipality establishes a moratorium to prevent construction or 
installation of a solar farm it may result in revenue loss associated with 
fewer building permits and a grand list impact that is dependent on how 
the property would have been taxed after construction of a solar farm.
