Explanation 
The bill, which transfers jurisdiction of the Union Avenue Detention 
Center from the City of New Haven to the Judicial Department 
beginning 1/1/2025, results in a cost of approximately $1,090,000 in FY 
25 and $2,179,000 in FY 26 to the Judicial Department, a cost of about 
$291,000 in FY 25 and $581,000 in FY 26 to the State Comptroller- Fringe 
Benefits, and a potential savings to New Haven. The FY 25 estimate 
reflects a partial year adjustment.  
The Judicial Department will need to hire 25 new Judicial Marshals 
for about $955,000 in FY 25 and $1,909,000 in FY 26 annual salaries and

The fringe benefit costs for most state employees are budgeted centrally in accounts 
administered by the Comptroller. The estimated active employee fringe benefit cost

expected over-time costs.

 Additionally, there is a need for other 
expenses including food, clothing, etc. for individuals being detained 
and general supplies for approximately $270,000 annually.  
The bill will also result in a savings to New Haven beginning in FY 
25 associated with resources for this facility that will no longer be 
necessary. This savings may include up to $1.3 million in overtime 
expenses. 
The Out Years 
The bill may also result in an increase in the Tiered PILOT grant that 
New Haven receives in the out years. Current law allows a 
reimbursement for property taxes for certain juvenile residential centers 
that were used for incarceration purposes during the preceding fiscal 
year.   
The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation.
