AN ACT CONCERNING A STUDY TO MAXIMIZE MEDICAID 
REIMBURSEMENT FOR UCONN HEALTH CENTER.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study maximizing Medicaid reimbursement for The University of 2 
Connecticut Health Center. 3 
(b) The task force shall consist of the following members: 4 
(1) The House and Senate chairpersons and ranking members, or 5 
their designees, of the joint standing committees of the General 6 
Assembly having cognizance of matters relating to appropriations and 7 
the budgets of state agencies, human services and higher education; 8 
(2) The president of The University of Connecticut and the chief 9 
executive officer of The University of Connecticut Health Center, or 10 
their designees; 11 
(3) A representative of a labor union representing employees of The 12 
University of Connecticut Health Center, appointed by the House and 13  Bill No. 367

Senate chairpersons of the joint standing committee of the General 14 
Assembly having cognizance of matters relating to human services; 15 
(4) A representative of a state-wide organization representing 16 
hospitals, appointed by the House and Senate ranking members of the 17 
joint standing committee of the General Assembly having cognizance of 18 
matters relating to human services; 19 
(5) The Commissioner of Social Services, or the commissioner's 20 
designee; and 21 
(6) The Secretary of the Office of Policy and Management, or the 22 
secretary's designee. 23 
(c) All initial appointments to the task force shall be made not later 24 
than thirty days after the effective date of this section. Any vacancy shall 25 
be filled by the appointing authority. 26 
(d) The chairpersons of the task force shall be the House and Senate 27 
chairpersons of the joint standing committee of the General Assembly 28 
having cognizance of matters relating to human services and the 29 
Secretary of the Office of Policy and Management, or their designees. 30 
Such chairpersons shall schedule the first meeting of the task force, 31 
which shall be held not later than sixty days after the effective date of 32 
this section. 33 
(e) The administrative staff of the joint standing committee of the 34 
General Assembly having cognizance of matters relating to human 35 
services shall serve as administrative staff of the task force. 36 
(f) Not later than January 1, 2025, the task force shall submit a report 37 
on its findings and recommendations to the joint standing committees 38 
of the General Assembly having cognizance of matters relating to 39 
appropriations and the budgets of state agencies, human services and 40 
higher education, in accordance with the provisions of section 11-4a of 41 
the general statutes. The task force shall terminate on the date that it 42 
submits such report or January 1, 2025, whichever is later. 43  Bill No. 367

This act shall take effect as follows and shall amend the following 
sections:
