Explanation 
The amendment strikes the underlying bill and its associated fiscal 
impact resulting in the following impacts described below.  
Section 1 of the amendment creates a Chief Equity Officer within the 
Office of the Governor, effective October 1, 2024. This position is 
estimated to result in salary and other expenses cost of $120,000 in FY 
25 and $160,000 in FY 26,

 along with corresponding fringe benefit costs 
of $49,500 in FY 25 and $66,000 in FY 26.

The fringe benefit costs for most state employees are budgeted centrally in accounts 
administered by the Comptroller. The estimated active employee fringe benefit cost 
associated with most personnel changes is 41.25% of payroll in FY 25.

 Annual salary and associated fringe are prorated for FY 25 because of the October 1,

Sections 1 to 4 of the amendment requires each executive branch 
agency to develop equity plans and provide training for all employees 
as developed by the Chief Equity Officer. The data collection, analysis, 
and training required is anticipated to require four additional positions 
within the Office of the Governor.  The four positions are estimated to 
result in salary and other expenses cost of $300,000 in FY 25 and $400,000 
in FY 26,

 along with corresponding fringe benefit costs of $123,750 in 
FY 25 and $165,000 in FY 26.
