AN ACT CONCERNING SUBSTANCE -FREE HOUSING AT PUBLIC 
INSTITUTIONS OF HIGHER EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2025) Commencing on and after the 1 
fall semester of 2025, each public institution of higher education in the 2 
state that provides on-campus student housing shall provide students 3 
with an option for substance-free housing. As used in this section, 4 
"substance-free housing" means an area of a residential facility where 5 
each student agrees to keep such student's room free from alcohol and 6 
drugs. 7 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2025 New section 
 
Statement of Purpose:   
To provide a designated substance-free housing option at public 
institutions of higher education for students who abstain from drugs 
and alcohol.
