AN ACT CONCERNING SUBSTANCE -FREE HOUSING AT PUBLIC
INSTITUTIONS OF HIGHER EDUCATION.
SUMMARY
This bill requires, beginning the fall semester of 2025, for each public
higher education institution in the state that provides on-campus
housing to offer a “substance-free” housing option. “Substance-free
housing” is part of a residential facility where students agree to keep
their rooms free of alcohol and drugs. (In practice, some of these
institutions currently offer this option.)
EFFECTIVE DATE: July 1, 2025
