AN ACT ELIMINATING THE REQUIREMENTS TO OBTAIN A CERTIFICATE OF NEED TO ESTABLISH NEW HEALTH CARE FACILITIES OR SERVICES AND TRANSFER OWNERSHIP OF EXISTING HEALTH CARE FACILITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 19a-638 of the general statutes be amended to eliminate 1 the requirements to obtain a certificate of need to (1) establish new 2 health care facilities or services, and (2) transfer ownership of existing 3 health care facilities. 4 Statement of Purpose: To promote the expansion of and access to health care services in the state by requiring certificate of need approval only for the termination of existing facilities and services.
