AN ACT REQUIRING THE REPORTING OF THE STATUS OF THE 
IMPLEMENTATION OF RECOMMENDATIONS OF THE CREATES 
PROJECT REPORT CONCERNING DIGITIZATION AND OTHER 
UPGRADES AND REPORTS CONCERNING OVERTIME AND 
FINGERPRINTING.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) Not later than February 1, 2026, the 1 
Secretary of the Office of Policy and Management shall report to the joint 2 
standing committee of the General Assembly having cognizance of 3 
matters relating to government oversight, in accordance with the 4 
provisions of section 11-4a of the general statutes, on the status of 5 
digitization efforts by state agencies to implement the CREATES project 6 
report recommendations. Such report shall include, but need not be 7 
limited to, the status of hiring staff, as necessary to implement such 8 
recommendations, the capital funding, the implementation and any 9 
realized savings for the following programs as of December 31, 2025: 10 
(1) The Department of Revenue Services, concerning the data-driven 11 
tax compliance program; 12 
(2) The Office of Policy and Management, concerning the state-wide 13 
grants program and portal; 14 
(3) The Commission on Human Rights and Opportunities, 15  Substitute Bill No. 5574

concerning streamlining affirmative action reporting; 16 
(4) The office of the Treasurer, Department of Administrative 17 
Services and Office of Policy and Management, concerning creating a 18 
common payment platform; 19 
(5) The Department of Administrative Services, concerning creating 20 
a state-wide digital service center; 21 
(6) The Department of Mental Health and Addiction Services, 22 
concerning implementing an electronic health record system; and 23 
(7) The Labor Department, on the unemployment insurance 24 
modernization upgrades. 25 
Sec. 2. (NEW) (Effective from passage) Not later than February 1, 2026, 26 
and annually thereafter, the Secretary of the Office of Policy and 27 
Management shall submit a report, in accordance with the provisions of 28 
section 11-4a of the general statutes, to the joint standing committee of 29 
the General Assembly having cognizance of matters relating to 30 
government oversight. Such report shall include, but need not be 31 
limited to, a summary of the overtime granted by each state agency and 32 
the management tools utilized by each state agency to attempt to curtail 33 
such overtime.  34 
Sec. 3. (Effective from passage) On or before January 15, 2026, the 35 
Commissioner of Emergency Services and Public Protection shall 36 
submit a report to joint standing committees of the General Assembly 37 
having cognizance of matters relating to public safety and government 38 
oversight, in accordance with the provisions of section 11-4a of the 39 
general statutes. Such report shall contain data for fingerprinting 40 
conducted by the Division of State Police within the Department of 41 
Emergency Services and Public Protection for purposes of a criminal 42 
history records check required pursuant to any provision of the general 43 
statutes, including the number of individuals fingerprinted, the reason 44 
for such fingerprinting and the number of days it took to grant each such 45 
request after receipt of the request, for the six-month period 46  Substitute Bill No. 5574

commencing on July 1, 2025, until December 31, 2025, inclusive. 47 
This act shall take effect as follows and shall amend the following 
sections:
