AN ACT ESTABLISHING VARIOUS REQUIREMENTS CONCERNING 
RESIDENT STATE TROOPERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 29-5 of the general statutes be amended to provide that, 1 
for a municipality where a resident state trooper is detailed: (1) The 2 
Commissioner of Emergency Services and Public Protection and the 3 
chief elected official of such municipality shall jointly determine which 4 
resident state trooper is best suited to be detailed to such municipality; 5 
(2) said official shall provide an evaluation and assessment of the 6 
resident state trooper's performance and production to said 7 
commissioner on a schedule set by said commissioner, provided said 8 
official provides such evaluation and assessment at least once per year; 9 
(3) said commissioner shall make a reasonable effort to reassign the 10 
resident state trooper upon request by said official, if said official 11 
provides documentation of the resident state trooper's performance, 12 
production or other issues; and (4) the resident state trooper shall 13 
comply with a policing plan established by said official, provided such 14 
plan does not violate any policy of the Department of Emergency 15  Proposed Bill No.  5637

Statement of Purpose:   
To provide chief elected officials in municipalities where a resident state 
trooper is detailed with a defined scope of responsibility for policing the 
community.
