AN ACT PROVIDING FOR THE REGULATION OF DIRECT -TO- CONSUMER SALES SOLICITATIONS MADE ON AN IN -PERSON BASIS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) require the Department 1 of Consumer Protection to (A) establish and maintain a database that 2 enables consumers to opt out of direct-to-consumer sales solicitations 3 made on an in-person basis, and (B) accept complaints from consumers 4 regarding such solicitations, (2) require persons engaged in such 5 solicitations to (A) periodically examine such database to avoid 6 soliciting consumers listed on such database, (B) provide advance 7 written notice to municipalities and local law enforcement agencies 8 disclosing the location and time frame of such solicitations, and (C) 9 publicly post guidelines that govern salespersons' conduct in making 10 such solicitations and enable consumers to readily identify salespersons, 11 (3) empower the department to impose fines for prohibited solicitations, 12 and (4) prohibit persons convicted of certain violent felonies from 13 engaging in such solicitations. 14 Proposed Bill No. 6052 LCO No. 3178 2 of 2 Statement of Purpose: To provide for the regulation of direct-to-consumer sales solicitations made on an in-person basis.
