Explanation 
The bill results in a General Fund revenue loss of less than $1,000 
annually beginning in FY 26. It does so by clarifying that instructors in 
the airframe and powerplant maintenance program administered by the 
Connecticut Technical Education and Career System (CTECS) do not 
need to have educator certificates issued by the State Department of 
Education. These certificates have an associated fee of $200 for new 
educators. 
CTECS has eight instructor positions at its two airframe and 
powerplant maintenance programs, seven of which are currently filled.  
The Out Years 
The annualized ongoing fiscal impact identified above would 
continue into the future subject to the number of airframe and 
powerplant maintenance instructors employed by CTECS and changes 
in educator certificate fees.
