AN ACT CONCERNING THE TIME FOR PASSAGE OF THE STATE 
BUDGET. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 2 of the general statutes be amended to provide that if the 1 
legislature adjourns the regular session sine die without passing the 2 
state budget act for funding the expenses of operations of the state 3 
government in the ensuing biennium, each legislator's and 4 
constitutional officer's salary shall be reduced in proportion to the 5 
number of days that elapse before such budget is enacted. 6 
Statement of Purpose:   
To prevent legislators and constitutional officers from being paid unless 
a state budget is passed on time.
