AN ACT CONCERNING THE QUANTIFICATION OF ENVIRONMENTAL
BENEFITS FROM NET-ZERO, DECARBONIZATION AND
ENVIRONMENTAL, SOCIAL AND GOVERNANCE MANDATES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to require the Department of 1
Energy and Environmental Protection to itemize and quantify the 2
specific environmental benefits that all net-zero, decarbonization and 3
environmental, social and governance mandates will achieve, as well as 4
the scientific evidence of such benefits and their direct and indirect costs 5
to taxpayers and businesses. 6
Statement of Purpose:
To require the Department of Energy and Environmental Protection to
itemize and quantify the specific environmental benefits that all net-
zero, decarbonization and ESG mandates will secure, the scientific
evidence of such benefits and their direct and indirect cost to businesses
and taxpayers.
