AN ACT RESTRICTING THE EUTHANIZATION OF FERAL CATS AND REQUIRING THE INVOLVEMENT OF FERAL CAT ORGANIZATIONS FOR THE TRAPPING OF SUCH ANIMALS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) prohibit the euthanization 1 of feral cats by any animal control officer unless a public health danger 2 exists in the form of a communicable disease such as rabies or such 3 animal is so severely injured that a licensed veterinarian determines 4 euthanasia is the humane course of action, and (2) require the 5 involvement of a feral cat organization for any trapping of feral cats 6 conducted by animal control officers. 7 Statement of Purpose: To restrict the use of euthanasia on feral cat populations and require the involvement of feral cat organizations in the trapping of feral cats by animal control officers.
