AN ACT CONCERNING THE AGRICULTURE INDUSTRY IN 
CONNECTICUT. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to: (1) Exempt from the 1 
personal property tax farm machinery, horses and ponies from having 2 
a value of between one hundred thousand dollars and five hundred 3 
thousand dollars, (2) establish a Connecticut farmer investment tax 4 
credit that allows farmers to produce agriculture products at a more 5 
affordable price, (3) limit the liability of farmers for agrotourism such as 6 
farm tours, pick-your-own produce or animal encounters that have 7 
inherent risks, (4) establish a state fund for farmers that is used for 8 
repairing and cleaning up a farm after a natural disaster declaration, (5) 9 
authorize grocery beer permit holders to sell hard cider, (6) require 10 
science-based state and federal agencies to have exclusive jurisdiction 11 
over the regulation of pesticides and herbicides, and (7) raise the 12 
quarterly payroll threshold above which an employer would be 13 
required to pay unemployment taxes from twenty thousand dollars to 14 
thirty thousand dollars annually. 15  Proposed Bill No.  6241

Statement of Purpose:   
To implement measures designed to assist farmers financially and 
enable the state's agricultural industry to sustain.
