AN ACT CONCERNING THE PSYCHIATRIC SECURITY REVIEW 
BOARD. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require the Psychiatric 1 
Security Review Board to consider the protection of society its "primary 2 
concern" and the well-being of the acquittee its "secondary concern" 3 
when evaluating for discharge, conditional release or confinement, (2) 4 
in the context of an acquittee's request for temporary or conditional 5 
leave: (A) Require said board to hold hearings on all applications for 6 
temporary leave; (B) remove the ability of an acquittee to be released on 7 
temporary leave under the charge of himself or herself; and (C) increase 8 
the waiting period between applications for acquittee temporary leave 9 
from six months to twelve months, (3) increase the waiting period 10 
between applications for an acquittee's conditional release from six 11 
months to twelve months, and (4) require said board to apply a burden 12 
of proof of "clear and convincing evidence" when evaluating a request 13 
for a placement order less restrictive than the existing order. 14  Proposed Bill No.  6365

Statement of Purpose:   
To reform the Psychiatric Security Review Board's management of the 
confinement and release of persons found not guilty by reason of 
insanity.
