LCO No. 3519 1 of 2 General Assembly Raised Bill No. 6438 January Session, 2025 LCO No. 3519 Referred to Committee on VETERANS' AND MILITARY AFFAIRS Introduced by: (VA) AN ACT CONCERNING VETERANS' AFFAIRS IN CONNECTICUT. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 27-138b of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective October 1, 2025): 2 Any applicant denied aid under section 27-140 shall be given written 3 notice by registered mail by the administrator of the Soldiers, Sailors 4 and Marines Fund stating the reasons for such denial. The applicant 5 may, [within] not later than fifteen days [of] after the date of the mailing 6 of such notice, make a request in writing by registered mail directed to 7 the administrator for a hearing on such denial. The administrator shall 8 notify the applicant in writing, [within] not later than five days [of] after 9 the receipt of the request, of the place and date of hearing, which hearing 10 shall be held not [less] earlier than thirty days [from] after the date of 11 mailing of the notice. The hearing may be conducted by the 12 administrator or by a hearing officer appointed by the administrator in 13 writing. The applicant shall be entitled to be represented by counsel and 14 a transcript or audio or audiovisual recording of the hearing shall be 15 Raised Bill No. 6438 LCO No. 3519 2 of 2 made by the administrator. If the hearing is conducted by a hearing 16 officer, he shall state his findings and make recommendation to the 17 administrator on the issue of the denial of the application. The 18 administrator, based upon such findings and recommendations of the 19 hearing officer, or after a hearing conducted by him, shall render a 20 decision in writing denying the application or granting it in accordance 21 with the regulations of the Soldiers, Sailors and Marines Fund. A copy 22 of such decision shall be sent by registered mail to the applicant. An 23 applicant aggrieved by [said] such decision may appeal therefrom as 24 provided in section 27-138c. 25 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2025 27-138b Statement of Purpose: To make minor and technical changes in a statute related to veteran's affairs.
